HLD provided site civil design services for the Edgewater multi-family apartment complex in the City of Beacon, NY. The project called for construction of 246 residential units (including market-rate and below market rate units) comprised of 25 studios, 126 one-bedroom, 86 two-bedroom and 9 three-bedroom units with 350 total bedrooms in seven (7) apartment buildings, together with associated infrastructure, including provisions for vehicular and pedestrian access and travel ways, stormwater, water and sewer. The stormwater design included provisions for capturing and conveying the site run-off to an infiltration basin and two bioretention systems designed to provide quality and quantity treatment in compliance with New York State Department of Environmental Conservation (NYSDEC) State Pollutant Discharge Elimination System permit requirements. There is also a rainwater cistern in one of the buildings that captures roof runoff and stores it for irrigation during dry weather. Water supply for consumption and firefighting design included provisions for new water main connections to existing infrastructure including a looped system to provide redundancy and adequate pressure and capacity of 38,500 gallons per day to serve the project. Sewage disposal design included a network of sanitary service lines, manholes and mains with an ultimate discharge through the City’s sewer main to an existing City pump station downstream of the project. The project was approved by the City of Beacon Planning Board for site plan and local waterfront revitalization program consistency determination, Zoning Board of Appeals (for various area variances), and the City Council for Special Use Permit, the NYSDEC for SPDES permit, and the Dutchess County Department of Behavioral and Community Health for water and sewer main extensions. Construction for this project began in 2021 and is ongoing.
